Broken heat, landlord will not fix it despite court order

Pros:
Great location in the heart of east village. Great for people who love to party. Building has a ton of violations though.
Cons:
Heat broke and landlord didn’t fix it. Had to challenge in court and all he did was give electric heater (didn’t pay for electricity also). The building is tilted like most buildings in the area. Water leaks are common. Studio apartments converted to 2 dens , but marketed as 2 bedroom with high rent.
Advice to owner:
Reduce the rent and honor the lease terms. People pay a lot to be there so at least make sure you make the place habitable.
