Building gets worse with time

Pros:
The building location is very convenient. It’s near train transitions, supermarkets, pharmacies, laundry mat, library, pretty much everything you need is a short walk away. Some neighbors are friendly.
Cons:
The building is frequently dirty and smells bad. Some neighbors are inconsiderate and leave messes in the hallways/stairs often. There are roaches and mice. No matter how clean you keep your apartment the roaches will keep coming back. The building is in serious need of a renovation. The intercom system is consistently broken. Packages are always being stolen from the lobby.
Advice to owner:
The building needs a renovation. A coverup and paint job is not enough. As buildings improve around the neighborhood this one seems to get worse.
