Owner Blames tenents for issues with building and will not properly fix issues

Pros:
Plenty of hot water (most of the time). Large apartment.
Cons:
bathroom leaking on downstairs apartment. debris falls from ceiling. uncontrolled roach issues throughout entire building that management refuses to properly treat. issues with plumbing, structural stability of building and appliances not working, will go months without fixing.
Advice to owner:
Just fix it and stop blaming residents for a over 100 yr old building that needs maintenance.
