Convenient location and pretty good apartments

Pros:
Convenient location to food, groceries, trains. Nice size bathroom and bedroom, generally clean, decently renovated finished. No frills apartment units. Responsive owner. Super cleans garbage and maintains the building fine - though minimal interaction and support.
Cons:
Heat is electric and is not covered in rent. Building is not well insulated so electricity bill in winter months is very high. Neighbors are loud and have no regard for others in the building.
Advice to owner:
Change heat to gas or better insulate building.
