Good apt for young college kids

Pros:
Very quiet for the LES, and the apts are a decent size.
Cons:
-Neighbors are young, and leave trash in the hallways attracting rodents -Fixtures in apt are old and dirty -Feels cold in the winter, heated pipes are in the closets
Advice to owner:
For the price if the apts, the kitchens and bathrooms should be updated.

There's no heat!!!

-good location -kind super
Cons:
-no heat!!! - apartment was rented in summer and didn't realize the heat was broken in the bedrooms until winter came. Has never been fixed -no sunlight - only one room has windows, other bedroom has one window that faces a wall. Common areas and bathroom do not have windows -lots of noise pollution from other apartments and hallway -very small apartment for 2 people -potential bedbug infestation with no action taken by management
Advice to owner:
There are many units with issues that are not within the legal requirements for nyc
