Great location but management inconsistent in responsiveness

Pros:
Location is amazing. Noise is not too bad given the location. Garbage management is pretty well managed. They can sometimes be very responsive, but sometimes it takes contacting them twice
Cons:
It seems like each year they wait till residents complain before turning on the heat despite city regulations. Hot water can sometimes take 10+ minutes to turn on. Packages get stolen despite their being cameras in the lobby.

Property management is in response and cheap. We had flooding in our apartment for months, and issues that extended several years. They never did a damn thing about it except sometimes shut our water to the washer dryer off. Said mold in apartment was normal, despite my plea to clean after flood.
Can’t control the heat, blazing hot in the winter. Pipes are so loud in the winter you can’t sleep but they refuse to fix it or try to upgrade plumbing to manage
Advice to owner:
Spend the money to fix things for tenants abs answer the damn phone abs at least pretend to care
