Mice Infestation and Collapsed Ceiling

I feel like this building could be great, but the building owner does not care about it and slaps a bandaid on everything to get tenants to stop complaining. We particularly had a bad mice infestation in our unit. At one point, there were 4 mice in one bedroom and mice droppings everywhere, which made it inhabitable. The owner would not send an exterminator so we had to hire and pay for our own extermination services to clean the room so our roommates could live in it. At some point, when we kept having mice appear, the owner finally sent his own exterminator, who ended up telling me that he had serviced our unit for several years because of the same mice problem and that he always told the building that they need to do a building wide extermination but they would not because it cost too much money. Then, the ceiling/roof collapsed in one closet (we were on the top floor), so whenever it rained (which was frequently that summer), it quite literally torrential down poured into that room, which likewise made it inhabitable. The roommates living in that room had to move out. We tried to recoup rent because the owner did not send anyone to fix the roof/ceiling for 22 days (a month). He essentially told me to go f myself on the phone because "managing buildings is hard" and I "don't understand" his job.
Advice to owner:
Don't own property
