Best place to live when you first move to New York City as a college student

Clean, friendly staff, easy access to Penn Station, and near everything!
Cons:
The noise is out of control since it's on 8th Ave and is close to Times Square. The building is old, so sometimes brown water will come out of the sink and shower, but the people working in the building are quick to fix it.
Advice to owner:
Nothing, this property is run well.
