Extreme temperatures and unusually high utility bulls

Pros:
Convenient location, nice finishes and no pests
Cons:
The summer months are BRUTALLY HOT. Even with all window units in the apartment sits at the highest temperature the thermostat can read. Once my fan read 102°. In the winter it is freezing sitting at about 65°. The gas meter is overlapped with the restaurant downstairs so expect a high gas bill. Even in months we had the heat off and didn’t use ac units the bill would be around $400 (we were very very careful with leaving lights etc)
The trash is only able to be taken out three days a week and there is no where in the building to put trash so expect it to pile up in your unit.
Management is pretty unresponsive. We had water leaking through the ceiling and no one came for weeks. We moved in to a broken dryer and it wasn’t fixed for months.
Advice to owner:

Pros:
Great neighbors and decent location
Cons:
Taking out trash sucks (super next door likes to get in fights with where it’s left and is extremely racist) and we went without heat for multiple months before management bothered to fix it. It’s incredibly difficult to get anything fixed here
