Very noisy and terrible onsite management

Pros:
Large inexpensive units. Close to Cortelyou rd and the beautiful houses of Ditmas park.
Cons:
You get what you pay for. Really terrible noise transmission between floors. I could hear everything our upstairs neighbor was doing. No enforcements of rules. Neighbors smoked in the hallways. Smoke also came into our unit from our neighbors unit. Rats in the trash area. Awful super.
Advice to owner:
Take complaints seriously. Step up and take action to ensure residents can live comfortably. Enforce the rules set out in the lease around noise and smoking. Keep common areas clean.
