Building has gone to TOTAL HELL!

Pros:
It used to be a good building.
Cons:
DRUG DEALERS in Apt. 2RE - current menu includes Heroin, Fentanyl and Crack, with a potpourri of others available. Once customers come to buy the drugs, they stay all day/night and do the dugs in the hallways, stairwell and rooftop. (If basement was in better condition they would do them there as well I think.) The main drug dealer is an one-eyed old black lady, who is as nasty as she is ugly.
Police are called daily.
Building management is retarded and can't seem to figure out how to evict this apartment so the entire building suffers.
Advice to owner:
Evict Apartment 2RE!
