Pesky pests

Pros:
Location, location, location.
Cons:
The garbage containers on the ground floor do not have covers at all. People put in trash that is not tied shut. There are cockroaches EVERYWHERE. Building is above a "bodega," coffee shop and dumpling shop. Not sure when / how often the hallways get cleaned (not often). Stairs are rickety at best.
Advice to owner:
The law says that ALL garbage containers MUST HAVE COVERS.
