Cute apartments but with a rodent problem

Pros:
The apartments themselves are cozy and comfortable and many have been recently gutted and renovated. The building itself is quiet.
Cons:
There is a rodent problem. Management waits for pest control to come every last Monday of the month and you have to sign up for slots. But if you can’t wait until then, they are not very responsive and you still might have to wait a week. My apartment is absolutely infested and nothing changed even after pest control came and the super came to fill in any holes behind appliances etc.
Other than that, there are no cameras in the downstairs areas near mail and packages are often left here (though they should be left next to the apartments themselves) and stolen.
Advice to owner:
Please figure out pest control asap.

Pros:
Location is convenient.
Cons:
Landlord have been doing construction for 8 months. Creating Potentially toxic dust, insect and pests. Heat and Gas lapses.

Lots of windows in units, nice location, old charm.
Cons:
Lots of noise and debris from ongoing renovations
Advice to owner:
Picture yourself unknowingly signing on to live in a construction zone for a year, how would you like to be treated by the management when the conditions worsen and have limited or no use of utilities
