Waterbugs and Constant Noise from Neighbors

Pros:
All apartments in the building are duplexes, which are a fun and unique layout; tenants are on the younger side. The neighborhood has great restaurants and is convenient to subways.
Cons:
Waterbugs are a huge problem, they come in through every vent. But the biggest problem is noise - there is no insulation between the floors or walls, so you can hear every footstep your upstairs neighbor takes and every conversation next door (parties have resulted in plaster raining down from my ceiling). Garbage has to be taken outside, out the front door of the building and down the block. Hallways are the narrowest I’ve ever seen, so move-in was a nightmare.
Advice to owner:
Put existing garbage rooms back in use and hire someone to clear them. Have an exterminator handle the entire building, not just individual apartments.
