Nice neighbors but pest issue

Pros:
Friendly neighbors
convenient location
clean and cozy building
Cons:
Pest issue
Lots of street noise at night
Advice to owner:
Seal cracks between walls and floors, hire exterminator and plugs up drains in between renters, instead of doing all of this only upon request after a new tenant moves in (prevention vs. reaction)
