Illegal construction, unresponsive management

Pros:
Good location, generally quiet block, cosmetic improvements (e.g. new paint, light fixtures) to common areas over past year, heat generally well-maintained.
Cons:
Ongoing construction for more than a year that converted 8+ rent stabilized studio apartments into 2 bed/2 bath units without any permits nor any communication re: construction to tenants with the exception of frequent water shut-offs. Poorly done/sloppily managed construction caused at least 3 leaks in 2 units (with rent stabilized tenants) during 2023 + 2024. Management refused to have a specialist treat visible black mold resulting from water damage. New amenities (e.g. basement gym) were added to the building in 2023-early 2024 which Livingston did not notify rent stabilized tenants of nor give us access to. Common areas were rarely cleaned (occasionally mopped by construction crews when there were significant amounts of saw dust + debris), hallways and stairs are normally visibily dusty and dirty.
Advice to owner:
Get permits for construction + communicate plans with tenants. Clean common areas on a regular basis. When your contractors cause damage to tenants' apartments, address it promptly and properly.
