Nice old building, needs a little TLC

Pros:
Good location, charming building, quiet. Laissez-faire landlord and super (could be considered a pro or con).
Cons:
Rats around building exterior and occasional cockroaches in interior (similar to many NYC apartments). Systemic plumbing issues. Landlord delays repairs or refuses to make repairs.
Advice to owner:
Invest in long-term building maintenance and timely repairs
