Beautiful but old building in need of updates

Pros:
Lots of sunlight, huge apartments, old fashioned style, privacy and relatively quiet
Cons:
Most appliances need to be updated, and the aging infrastructure allows for pests to easily enter and for heat to escape in the winter, leading to super high bills for a still-chilly apartment. Ants, cockroaches, and centipedes are relatively common issues in the summer, particularly in the bathroom. I have requested exterminators before but have never seen one. The rent gets jacked up too much every year even though problems get fixed slowly.
Advice to owner:
Respond more quickly to tenant concerns
