Building is not terrible but not great either

Pros:
For the most part building is quiet and neighbors are good.
Cons:
I don’t feel there is enough heat in the winter and my bell has not worked properly in years, no matter what is done it is never fixed. Also, the super is terrible, does not answer or come when he say he will, and he always sounds annoyed and has an attitude if you call him for something.
Advice to owner:
