Good Apartment, Horrible Neighbor

Horrible loud neighbor across alleyway, top floor, the building just west. Always blasting music with window open, playing trumpet (poorly) etc. Called 311 many times but they can’t do anything. His name is “Richie” and he lives in the building within the complex on 102 st. For a while we couldn’t figure out his address — we thought it was either 16 W 102 St or 7 W 101 St, but I just found out his full name is Richard Duchesne and the address is 16 W 102nd St Apt 5B. He blasts music out of his window until 3:00 am. We’ve gotten in shouting matches with him when he’s high/drunk and he’s screamed and one of my roommates and called him a f****tt many times. Ritchie hasn’t been making much noise for the past six months but we think that’s because he’s been gone — he’s back now and at it again. Definitely a deeply unhinged dude. Not going to post his phone/email here but you can just do some digging online once you have his full name. Hopefully this will help later tenants report him to Building Authority, 311, etc.

Pros:
Relatively recently renovated with decent appliances and was clean when moving in. Monthly pest control (never saw any bugs but it helped keep peace of mind anyway)
Cons:
Didn't live there long enough to really know but the black floors in the apartment always looked dirty and it drove me crazy.
Advice to owner:
They are really small apartments maybe charge a bit less.

Pros:
Pros are definitely the location. Close to columbia and literally all the good places. Food, shopping, starbucks, grocery, home goods etc. Neighborhood is good as well. Pretty safe at night.
Cons:
No laundry in building. Some apartments have in-built but mine did not. And the nearest laundromat is on 104th and Amsterdam. Pretty far when you’ve to carry all the clothes. There is a drop off laundry a few steps away but that costs a lot of $$$
Advice to owner:
Add in unit laundry!!!

Very little street traffic, updates building with clean stairways.

Garbage is stored directly outside of the front door and can pile up sometimes.
