Criminal owner who does not care

Pros:
Cheap rent and genuinely forgot to charge rent for several months
Cons:
The owner is/was in prison for criminal harassment of residents in portfolio, including having his agents impersonate NYPD.
Advice to owner:
Stop harassing your residents Mr Croman.
