Rats, waterbugs and 3 year rent strike

Pros:
The outside of the building is pretty
Most of the neighbors are nice
Cons:
There is a rat infestation that they have not gotten under control
The rats died in the elevator bank in February and the management left thw rats their for almost three weeks stinking up the building and exposing the tenants to toxicity
The booster pump for the boiler makes a humming vibrational noise 24/7
The management is slow to respond to correspondence
Advice to owner:
Leaving rats in the elevator well for three weeks without responding to tenants is not trust inspiring.
