Building is falling apart

Pros:
Good heat. That’s it..
Cons:
Loud  neighbors with loud music, building structures falling apart, denies current tenant the ability to move to other units, molds in the apartments, rodent problem with little children in the apartment.
Advice to owner:
Fix our apartment the right way.
