Irresponsible Landlord for overpriced apartment

Pros:
The building is well maintained, The super comes to fix whenever he is called, There is laundry in the building Location is alright
Cons:
Landlord is irresponsible and doesn’t communicate well
The laundry is coin operated and in the basement.
Its a walk up apartment
There charger you more for being on the upper floors
Management doesn’t negotiate rent and will laugh at you if you try too
Packages get stolen all of the time and management does nothing about it
The heat isn’t always on in the winter and only at sporadic time so you’ll be freezing in your apartment and have to call 311 to get them to provide heat
