Pest problems, unreliable elevator

Pros:
The building has beautiful pre-war bones with large apartments and excellent views from many windows
Cons:
The common areas are not kept clean and management does not follow through with pest control appropriately. E.g. they said they would inspect surrounding units for bed bugs but did not. I've personally delt with mice, roach, and bed bugs in the 2 years I've lived here. The elevator is frequently out of service with little communication on when service will be restored.
Advice to owner:
Consider that elderly folks and people with disabilities live here and need elevator service!
