Perpetual cockroach problem, constant night noise, and shady management

Pros:
Relatively cheap rent.
Cons:
They send in an exterminator every month who dabs little pieces of poison in a few places, this does nothing for the roaches.
There's constant night noise, especially in the summer that often goes on until 3am.
Finally, LAP Partners, the building management illegally withheld my security deposit, citing a variety of reasons (several fictitious, none valid) well after 14 day period mandated by New York City law.
Advice to owner:
Take an ethics course and hire some good lawyers, because the NY AG isn't messing around anymore.

Pros:
Need a fob to get into building
Cons:
Building dirty, elevator gross, non working cameras, management non responsive, super not approachable witnessed super stealing from tenants package. Super foul mouth, doesn’t clean and doesn’t care.
