Great potential, little execution

Pros:
The building is beautiful and every apartment is full of pre war charm. The street is quiet and charming and neighbors are friendly.
Cons:
The water situation is bad, often brown scum coming out of the taps, and the pressure is terrible on the top floor. Could be really special if the owners put any energy into cleaning/painting common areas and freshening up apartments between tenants (the tops of windows and doorframes haven't been painted in decades and paint chips are just painted over instead of sanded and repainted). Some neighbors are extremely demanding about quiet at all times and will complain often to management about things like little kids running around or watching TV with the windows open.
Advice to owner:
Invest even a little bit of money in refurbishing these old apartments and the water system and this building will be a dream

Quiet neighborhood and older building that creaks like a wood boat.

Pros:
The elevator cables and machinery was repaired in 2019.
Cons:
The elevator carriage is old and needs to be cleaned/ painted. The water pressure is awful.
