Unresponsive landlord and Abusive long-term tenants

Pros:
Good location, and some of the apartments have new appliances
Cons:
- Landlord never responds to complaints
- Dirty & roach-infested
- Packages got stolen and there's no security camera
- An old guy - a long-term tenant - always sits at the front of the building and harrasses other tenants when they enter/exit. Multiple people complaints but they don't do anything about this
Advice to owner:
Install a security camera and listen to the tenants' complaints.

Roach infestation in building. Mildly threatening and otherwise irritable neighbors.
