Bad landlord an management

Pros:
Great neighborhood, vintage appeal, most of the neighbors are fine.
Cons:
The building hasn’t had gas service in over a year - two loft law stabilized units are getting their hot water from a vacant unit on the second floor. Super rarely around, doesn’t do anything. They say an exterminator will visit and they never show up. There is a single room occupancy apartment on the top floor whose tenants smoke cigarettes and weed in the common spaces.
