Livable but basement is scary

Pros:
Neighbors keep to themselves
Cons:
The basement, especially the garbage room, has way too many rats. The laundry machines in the back don't work. Neighbors leave garbage at the door leading to the basement (probably because they're afraid of the rats).
Advice to owner:
Fix your rat problem. Add some security cameras. Hold people accountable for trespassing.
