A nightmare in a beautiful space.

Pros:
It is a nice neighborhood.
Cons:
The landlord, Red, and his wife, Pashke Durgaj, live in the building next door. They have the entire 3rd floor and use their windows to watch us and other tenants. When we moved in, the building was still in the process of being made and they did not inform us that they would be moving in. It has been incredibly uncomfortable since they have moved in. They do NOT renew any of the tenants leases and they bully their tenants by stating they will NOT renew their lease due to the following: Having a boyfriend or another child. They have a strong dislike for children. The building is infested with mice, rats, ants and roaches. Despite repeated requests, they refuse to exterminate unless they become aware that HPD is coming to investigate and have told us to get our own exterminator. The building is leaning to the left and has cracks all the facade which is filled in with plaster and "great" stuff material. The flooring in the apartments are uneven and dipping low in some areas with nails sticking out. The lights flicker and if you want an excessively high light bill due to improper wiring, you will find it here with a $1000+ a month light bill. The landlord created an illegal apartment in the basement that has been vacated due to extreme safety for the tenant. The landlord also keeps the roof door locked with a padlock preventing tenants access in the event of an emergency. Both Ded and Pashke like to get involved in tenant personal business and will tell the other tenants these things (This includes your personal voucher or program information). They are also known to dig in the mailboxes, garbage and will knock on your door at all hours of the day (morning, night, weekend). This includes after 11PM. Ded likes to enter the apartment, particularly when a woman or young female is alone, to "check" on things and see how you are keeping the apartment unannounced. He will also barge into the apartment when you open the door a crack without an invitation. Ded has also put his hand on doorknobs to see if the apartment doors are open when tenants are not around. Ded also stands by the windows and stares into the apartments and he also uses his 3rd floor windows to look inside the 3rd floor apartment while women are showering in the bathroom. Ded is inappropriate with female tenants and will attempt to sexually coerce them into relationships by asking them if they have ever been with a married man, telling them they are sexy, staring at their breasts, asking them out or touching inappropriately. They also play with the heat and hot water. In the winter, the hot water barely lasts for 3 minutes and his response is to take quick showers and wait 30 minutes before taking another shower. Ded and Pashke feel that because they are the owners, they can do whatever they want which they have repeatedly stated, "This is my property, I can do what I want."
Advice to owner:
I do not think being a landlord is for you. At this time, consider retiring because it seems like there is no interest in upkeep, only getting money. You have to remember your tenants are human and want to live in peace as well.
