Stop being so cheap

Pros:
The apartment size was amazing. Huge living room. Huge bedrooms
Cons:
Old windows poorly insulated Little to no heat during winter months. Landlord does the bare minimum on repairs and maintenance.
Advice to owner:
Get new windows. I lived there for 13 years you never spent a penny on upgrading and maintaining what could be a beautiful building to live in. I was an original tenant before the current owners took over in 1990 -91
