A horrible landlord who should be avoided at all costs (and probably prosecuted)

Cons:
The owner Ricky seemed like your average NYC landlord at first. But when things got bad he showed his true colors. 7 months into my lease the hot water went out in the whole building. At first, the landlord told us that it would be fixed quickly. When that turned out to not be the case after two week, he advised all the tenants that he needed to replace the hot water heater completely and that it would require getting a permit from the city. An additional 2 weeks went by with no hot water when he finally informed us that because of an open Stop Work Order on the building he would not be able to get a permit or fix the problem at all. We were told that the only thing we could do was move out. With no means to move at the time, I opened an inquiry with 311. Dealing with the city is never easy, but eventually HPD (Housing Preservation & Development) replaced the boiler. The landlord was of course not happy with this, but it was the right and legal option. While waiting for a fix, he attempted to evict everyone in the building for failure to pay rent. I remained in the apartment until the end of my lease term, but couldn't wait to get out as soon as it was finished. We went through the full inspection on our last day and signed a check out form stating that the apartment was in good condition. Of course, after two months the landlord still had failed to return my security deposit. Eventually I received an email stating that he found a broken window while a cleaning lady was preparing the apartment for new tenants. This was 2 MONTHS after moving out. He failed to provide any evidence of a broken window and retained over 80% of the security deposit. I am now taking him to small claims court to fight this case. AVOID THIS LANDLORD AT ALL COSTS
