Landlord refuses to repair multiple major problems

Pros:
Great neighborhood. Location.
Cons:
Cockroach problem. Flooding problem at the Basement wnd roof level. We were the garden apartment and three times had water pour into our office, kitchen wnd bedroom. There is water trapped between levels of this 3 story building. Hvac is shotty and failed for three days. Landlord is dishonest. Agreed to purchase fence we had installed at our expense and window treatments but when we moved out he refused to pay or give us our items back. Landlord will only put a bandaid in Litany of problems we had to include failing Basement door, water flooding, pests, crumbling masonry and others.
