Heating issues and difficulty resolving

Pros:
Generally great neighbors and excellent location.
Cons:
Current owner (since 2022) can’t seem to get building heated properly in winter.

Nice neighbors and Good location
Cons:
Heating. The heat will randomly cut out. Last time they forgot to purchase more oil for the boiler and this conceded with a -11 real feel day. Took them until 10 pm to resolve and we were all frozen.
Elevator breaks all the time. We call 911 about 1 every six months to extract unlucky tenants trapped in the elevator.
Recently moved garbage to front of the building which looks gross and is annoying.
