Bed Bugs and Old appliances

Pros:
Great neighborhood, charming old apartment
Cons:
Outdated appliances, on-going bed bug issue. Land lords cheap out with the exterminator. He just sprays blindly and does not even search for them. I have requested heat treatment /or a k9 to come in and sniff them out, and have been ignored. Rent is getting raised for no reason too so I'm moving anyway.
Advice to owner:
You should spend more money on exterminators and update appliances.

Nice big windows in the front room, some rooms have decent space
Cons:
Rooms are oddly laid out, weird sizing of rooms, long hallways between things, small bathrooms
