Big apartments, run down building

Pros:
Hardwood floors, nice detailing, renovated kitchen in some units, big windows
Cons:
Building is old - exterminator comes 1x/month but occasional bugs are often seen in the lobby.
Loud neighbors shouting on a regular basis
Packages get stolen regularly since front door does not always lock.
Advice to owner:
Please make the effort to maintain the building.
