Decent Building for the price but needs work

Pros:
Spacious rent-stabilized units Convenient to the train and fast 4 train into Manhattan Lincoln Terrace Park across the street.
Cons:
Not consistent cleaning of the common areas. Maintenance is not consistent. Packages are stolen by some bad actors in the building Pests still in the building but better than before

Cons:
Dark and dingy. Waterbugs, mice and roaches.
Advice to owner:
Hire an exterminator. Address the actual issues.

Pros:
rent is cheap (rent stabilized) and lots of space
Cons:
There's been a roach infestation in the building, and while the owners have stuck an exterminator sign up sheet up, no exterminator has ever come by. My cat has killed two mice so far. Packages regularly get stolen. People will blast music at 6am. Building super is unresponsive.
