Good building, terrible neighbor in the basement

Neighbor in the basement was extremely loud and rude, playing music at all hours of the night. It got better after a while, but would resurge every once in a while

The building was beautiful inside with a ton of character. I felt safe and never had a major problem with any utilities or building issues.
Cons:
The building itself was great; however, the tenant in the basement was awful. They would blast music constantly, sometimes for 48 hours straight. The music would be so loud our floors would vibrate. This made it impossible to focus on work and relax. When this tenant was confronted, they would threaten to murder the other people in the building, as well as other people’s children. One time I called the super to ask about the noise and I could hear him tell them to turn the music down, confirming what I had heard that the super was somehow involved with the tenant.

Pros:
Some chill neighbors, to-date no major issues with appliances or bathroom in the apartment. Good natural light in the living space and one of the bedrooms.
Cons:
Revolving door of neighbors, no one stays. Common areas are uncleaned for long periods of time. Paper thin walls. Basement (illegal rental?!) is always being leased to people that throw crazy loud parties that keep you awake till 4am. The money machine for the laundry breaks regularly and you have to use it to charge a laundry card. People literally get shot out the front of the building. Multiple shootings on this block in a year. If you are leasing for more than 1800-2000 for a 2 bedroom you are being robbed.
Advice to owner:
Better soundproofing. Stop renting the basement to people that are scaring off tenants and get a new super. The common areas can go 3-6 months without being cleaned and they do the least at all times. This property could be filled with long term, responsible and respectful tenants, put extra afford into the property and market it better.
