Beautiful historic building but no upkeep

Pros:
Inside the apartment is nice. Very quiet and lots of windows
Cons:
Rat situation in the garage area is terrible. Hallways and lobby are a mess. Very dirty and in total disrepair. Front door is difficult to use and key routinely gets stuck.
Advice to owner:
Fix the broken doors, wires and smoke alarms in the hallways and find a better solution for garage management.
