Living on a hazardous waste site

Pros:
high ceilings, large apartments
Cons:
building sits on a hazardous waste site with tetrachloroethene dry cleaning chemicals in the air. Expensive utilities, pay for heat and hot water. https://www.dec.ny.gov/data/der/factsheet/c224177riwp.pdf
Advice to owner:
pay for heat and hot water. fix toxic gas problem

Pros:
Tall ceilings, brick walls, spacious. It feels like living in a house but in prime Williamsburg.
Cons:
We have mice Being a one level building you easily hear all street noise.
There is a chemical issue in the building.
The landlord is nice but you have to get on his good side.
