Terrible building

Pros:
Heat works ok. Hot water is consistent until it isn't. Somewhar responsive to fixing leaks but if a leak starts on a Friday might take days to fix.
Cons:
Landlord and mgmt company refuse to do anything regarding the noise. All night parties on steps of building almost every night. Drunks yelling and screaming and setting off firecrackers in the middle of the night. They urinate in ront of the building and are out there until early the next day. Building is an eyesore, broken glass and food containers left behind for other people to clean up. landlord/management has been aware of this situation for years and do nothing.
Advice to owner:
Deal with this. You are responsible for this situation and it should not fall upon the other tenants and neighbors to have to call the police (which does no good whatsoever)
