Apartment generally not cared for by anyone

Pros:
The people who live in the apartment are cool. Besides that, nothing.
Cons:
* Inconsistent cleaning during COVID (smells worse after they clean the hallways, tbh) * Apartment caught on fire (!!!!!!!) recently and probably has mold growing after the fire department sprayed gallons of water down into the walls * Our apt had mice last fall * Maintenance won't check anything unless they know you can litigate * Laundry machines are gross * The apts have central air but the ducting is not sealed properly so the apartments are INCREDIBLY DUSTY and full of grime that is being constantly blown into the apartment
Advice to owner:
Idk the building is already so past its ability for you to fix it
