Rat Infested - unresponsive lanlord

Pros:
Location, multiple bathrooms with nice finishes. Hardwood floors - backyard before the rat infestation.
Cons:
Unresponsive landlord. Appliances are mini and not standard size. Hot water issues and most sinks run cold only. Lack of severity in response to major issues and health concerns. Multiple fires due to lack of upkeep of building. Ongoing rat infestation- rats are living in the walls, basement etc and dying in walls and yard. Not many windows. Lack of insulation so back of unit has unregulated temperatures.
Advice to owner:
Respond to tenant concerns. They want to live in a safe home
