Rats, noise, flooding, mold, and no heat

Pros:
The location is decent.
Cons:
Building is infested with rats. Building management does nothing to prevent this from happening. The heat only works about half the time. The basement also floods during heavy rain. The flooding causes mold. The building manager is unresponsive at best and openly hostile the rest of the time.
The building managers have also removed the ticketing system to report these problems to get building problems fixed, and don't tell prospective tenants about these problems at all.
Advice to owner:
You should quit and let someone responsible manage this building.

Pros:
Decently maintained, location is great, good amount of space, pest control.
Cons:
Heat didn’t work in all rooms, top floor loft room was always way too hot in the summer, whole apartment often reached 90+ degrees for weeks on end, door broke sometimes
Advice to owner:
Heating system should be checked, AC units in rooms and common areas could also help in the summer
