Terrible landlord, old building renovated with ok quality

Pros:
Only 6 units at the building and pretty close to the M train, each room have an A/C heater unit.
Cons:
The owner haven’t give me back my deposit after 8 months, I took months to repair problems at the apartment, I receive the apartment dirty, the walls are very thin and you can hear clearly what is the neighbor listening or watching, the entry and stairs are never cleaned, we had pest and the landlord never send anyone, we use a lot of bug spray, the hot water is not included and the boiler uses electricity and that makes the bill from $200 to $400 monthly just to heat the water.
Advice to owner:
You need to hire a profesoral management personal, Lisa the super doesn’t have the time or capacitaton to do her job properly
