Nice Apartment, Unresponsive Landlord

Pros:
The apartment is large and clean, and was renovated nicely. Close to the train with pleasant neighbors/downstairs business.
Cons:
The landlord did not make repairs, the apartment doorbells do not work, units had been without heat for several days in a row in the winter because the landlord could not come to building with a key to the boiler room, landlord does not shovel the sidewalk on time when it snows. Landlord ignores messages if you request repairs. I have not received back my security deposit.
Advice to owner:
Hire a super, or figure out building management.
