Smoke-Filled - Stay Away

Pros:
Good sound insulation - I never heard my neighbors and felt comfortable singing without worrying about bothering people.
Cons:
Within the past couple of months, a group of men has started chain-smoking (cigarettes) pretty much every night. The smoke fills the entire apartment building. Every unit on their floor (third) and above fills with smoke. Management has been completely unresponsive.
Update: Added photos of the current state of the elevator (which we believe was painted with lead-based paint) and BLOOD in the lobby, which the super has not cleaned up.
Advice to owner:
Evict the tenants who are smoking and find a super who can actually maintain the building.

Constantly filled with smoke

Pros:
Neighbors are generally friendly. Noise is never a problem.
Cons:
A group of men chain-smokes pretty much every afternoon/evening now, and the smoke fills all of the apartments on that floor and above. Residents are complaining to the super and nothing is being done about it. There are children and elderly folks who live in this building. It's shameful.
Advice to owner:
Enforce the no-smoking policy.

Cons:
Everything. The landlord/owner doesn’t care about the tenants just about the money.
Advice to owner:
Get a certified superintendent that knows how to run a building.
