Better than most but still rats

Pros:
Elevator in building (when working) neighbors are nice (enough) building has remote phone access to buzz in visitors, rent stabilized, some units are updated (like mine)
Cons:
RATS in the garbage closet and in the ceilings. Guessing in the entire building. Groups of men smoke weed at all hours of the day in the stairwells making my entire house smell like smoke and I live at the other end of the hallway. Elevator doesn't always work. Repairs are done by people with BASIC knowledge, not true fixes just bandaid fixes.
Advice to owner:
Invest in true upgrades and repairs with real professionals
