Well-kept building with many long-time tenants

Pros:
Solid community building, most are long-time tenants, and people look out for each other here. Though beginning to change with a few new faces. Prewar features, hardwood floors and good livable floorplans.
Cons:
The heat in the winter is usually overwhelming, windows always need to be open, often run AC to sleep There is a consistent pest control issue in the apartment: specific to the kitchen and occasionally also the bathroom. Small bugs, but they're there.. despite taking constant control measures. Elevator is slow and may be out of order, but the stairwell is broad and solid stone.
Advice to owner:
Moderate the heat emitted in the apartments during winter so it's not so overwhelming
